Someone can tell me if Hanoi or Ho Chi Minh best for shopping?

Nice I want to buy lacquer and oil paintings. Not too sure where to go. Hanoi is a better option? I heard this place is smaller than Ho Chi Minh, I fear that the choice may be limited.
